The Tree Crops Development Authority (TCDA), established under the Tree Crops Development Authority Act, 2019 (Act 1010), and mandated to regulate and develop Ghana’s tree crops sector, hereby directs all persons and entities engaged in the supply and distribution of tree crop planting materials under the Authority’s purview—namely Cashew, Coconut, Oil Palm, Mango, Rubber, and Shea—to ensure that such planting materials are sourced from TCDA-certified sources and comply with the standards determined by the Authority.
This directive is issued in accordance with Regulation 46 of the Tree Crops Regulations, 2023 (L.I. 2471), which empowers TCDA to ensure that planting materials are obtained from verifiable sources. Accordingly, all Development Partners, Government Agencies, Non-Governmental Organisations, Individuals, and Actors engaged in the supply and distribution of tree crop planting materials shall comply with the following requirements:
a) Procure planting materials and seeds only from stocks approved by TCDA;
b) Maintain records and documentation evidencing the source and approval status of planting materials and make such records available to TCDA upon request;
c) Ensure that all seedlings and planting materials intended for commercial distribution meet the standards and guidelines prescribed by the Authority; and
d) Present planting materials for inspection, verification, and certification by TCDA prior to distribution.
This directive shall take effect on Friday, 3rd July, 2026.
For the avoidance of doubt, no person or entity shall distribute, supply, or otherwise circulate uncertified or unapproved tree crop planting materials without approval from TCDA. Failure to comply with this directive shall attract appropriate sanctions under the Tree Crops Regulations, 2023 (L.I. 2471).
The Authority further advises beneficiaries to verify that they are provided with planting materials only from accredited and certified sources approved by the Authority. This is necessary to ensure quality assurance, traceability, sustainability, and improved productivity within Ghana’s tree crops sector.
