DIRECTIVE TO ALL EXPORTERS OF UNPROCESSED: RUBBER, CASHEW AND SHEA
Compliance with Tree Crops Regulations 2023, (L.I. 2471)
- The Tree Crops Development Authority (TCDA), established under TCDA Act,2019 (Act 1010) as a body corporate mandated to regulate and develop the production, processing, and trading of tree crops — namely Rubber, Cashew, Shea, Mango, Coconut, and Oil Palm.
- This directive serves to inform all Actors and Entities involved in the export of unprocessed rubber, cashew, and shea of their obligation to comply with the provisions of the Tree Crops Regulations, 2023 (L.I. 2471).
- Effective 2nd May 2025, any Actor or entity intending to export unprocessed Rubber, Cashew, or Shea must first obtain a valid written permit from the Tree Crops Development Authority (TCDA). This is to activate Regulation 50 of L.I. 2471.

- Failure to comply with this directive constitutes a breach of the law and may attract sanctions in accordance with the relevant provisions of the TCDA Act.
- All TCDA Licensed Exporters are therefore advised to regularize their export transactions with the Authority and ensure full compliance with I. 2471.
- Additionally, all Exporters are required to present proof of payment (receipt) of development levies to TCDA before the issuance of Phytosanitary Certificate by the Plant Protection and Regulatory Services Directorate (PPRSD).
