Tree Crops Development Authority (TCDA) is seeking to recruit suitably qualified, dynamic and accomplished professionals for the following positions. The application processes and other details are given below:

 

DATA AND INFORMATION TECHNOLOGY MANAGER

 JOB TYPE:               FULL TIME
 LOCATION:    HEAD OFFICE - KUMASI
 RESPONSIBLE TO: DEPUTY CHIEF EXECUTIVE OFFICER (F&A)
 RESPONSIBLE FOR: DATA AND INFORMATION TECHNOLOGY (DIT) OFFICERS

 

JOB PURPOSE

To oversee and manage the technology infrastructure and IT operations of TCDA through the use of innovative systems.

DUTIES AND RESPONSIBILITIES
  • Work with the DIT team to implement and manage an Information Management System with appropriate information architecture, systems and processes for mapping Tree Crops data and information sources, systematically acquiring, continuously updating, utilizing and disseminating internally and externally to other stakeholders as appropriate.
  • Work with team to ensure that the organization has an up to date, easily accessible databases of the Authority’s information assets, knowledge, lessons learnt, and other relevant content.
  • Identify, develop and/or support the implementation tools to facilitate evaluation of Tree Crops policies and programs.
  • Manage IT infrastructure, including servers, networks, and security systems.
  • Monitor and manage IT budgets, ensuring cost-effective operations.
  • Develop and implement IT policy and best practice guides for the Authority.

SUPERVISORY DUTIES

  1. Oversee the day-to-day operations of the IT department, ensuring smooth and efficient service.
  2. Appraise the performance of immediate subordinates and review those for lower-level subordinates
  3. Identify the training needs of immediate subordinates and organize or recommend appropriate training for them
  4. Administer disciplinary measures to immediate subordinates in accordance with TCDA’s disciplinary code and procedure

QUALIFICATION

  • Master’s degree in MIS or equivalent with a minimum of seven (7) years post-qualification working experience.
  • Three (3) years satisfactory service as an IT Officer.
  • Member of a recognized Professional Body

PROCUREMENT MANAGER

 JOB TYPE:                 FULL TIME
 LOCATION:       HEAD OFFICE - KUMASI
 RESPONSIBLE TO:       CHIEF EXECUTIVE OFFICER
 RESPONSIBLE FOR:       PROCUREMENT OFFICERS

 

JOB PURPOSE

To oversee and manage the procurement processes and activities within TCDA through the development of procurement strategies, managing supplier relationships, negotiating contracts, and ensuring that the organization obtains high-quality goods and services at the best possible prices.

DUTIES AND RESPONSIBILITIES
  • Develop procurement strategies and policies of TCDA by ensuring the purchase of materials, equipment, spares and other consumables and services at the optimum combination of quality, price, delivery and service implementing measures to avoid irregular dealings in connection with procurement to adhere to purchasing code of ethics.
  • Manage and optimize supplier relationships, negotiating contracts, terms, and pricing.
  • Oversee the procurement process from vendor selection to purchase order creation and delivery.
  • Analyze market trends to forecast procurement needs and mitigate risks.
  • Collaborate with internal departments and zonal offices to understand and meet their procurement needs.
  • Establish letters of credit with Banks and complete the exchange control forms AI and AII for processing and fulfil the current auction formalities.
  • Organize and control the clearance and forwarding of imported goods to effect prompt and speedy delivery to the various users.
  • Monitor and manage procurement budgets, ensuring alignment with company goals.

QUALIFICATION

  • Master’s degree in Procurement Management or Purchasing and Supply or equivalent
  • A minimum of seven (7) years post qualification experience
  • Three (3) years satisfactory service as a Procurement Officer
  • Member of a Recognized Professional Body
  • Extensive Knowledge of the procurement laws in Ghana

RUBBER VALUE CHAIN SPECIALIST /MANAGER

 JOB TYPE:                   FULL TIME
 LOCATION:      HEAD OFFICE - KUMASI
 RESPONSIBLE TO:      DEPUTY CHIEF EXECUTIVE OFFICER (OPERATIONS)
 RESPONSIBLE FOR:      VALUE CHAIN OFFICERS

            

JOB PURPOSE

To oversee and optimize the entire rubber value chain, from planting, cultivation and extraction to processing, distribution, and market delivery identifying opportunities for efficient improvements, cost reduction, and quality enhancement.

Duties and responsibilities
  1. Facilitate the registration of all rubber value chain actors and formalize their operations in accordance with ACT 1010.
  2. Provide technical support for the formation of CBOs, FBOs and associations in different enterprises along the value chain.
  3. Coordinate the establishment of the national umbrella body for Rubber.
  4. Conduct value chain assessment for Rubber and determine appropriate interventions to enhance productivity and market access.
  5. Coordinate and collaborate with relevant projects and partners including private businesses and individuals, Development Partners, CBOs and NGOs working on Rubber to leverage project resources, avoid duplication of efforts and ensure complementarities.
  6. Provide technical guidance and capacity building trainings for the Rubber Value Chain actors and coordinate the production and distribution of certified planting materials.
  7. Lead the development of concept notes and project proposals most especially on crop diversification, farmer livelihood supports, value chain development and marketing initiatives.

QUALIFICATION

  1. Master’s degree in Agriculture, Agriculture Administration, Agribusiness Development or related field from an accredited academic institution.
  2. At least seven (7) years of relevant experience in the management of activities in the Rubber value chain.
  3. Must be able to communicate fluently in at least two (2) southern Ghana languages.
  4. Membership in a related professional body is an advantage.

The Tree Crops Development Authority(TCDA) is a body established by an Act of Parliament, the Tree Crops Development Authority Act 2019 (Act 1010,2019). TCDA is corporate with perpetual succession to regulate and develop in a sustainable environment; production, processing, and trading of six tree crops: Cashew, Shea, Mango, Coconut, rubber, and oil palm in Ghana.
